I have been working on an addition to PETSc, called Sieve, which handles arbitrary topology that can be used to solve PDE on unstructured domains. It allows the user to write code which is independent of the dimension, element shape, discretization, and domain embedding. It achieves this economy through interface design based upon the theory of fiber bundles.
